In 1979: I am only referring to the current revision of the market rental by the Urban Council, has this particular issue of rates been seriously taken into consideration or has it been assumed that it is not the jurisdiction of the Urban Council?
It was in fact taken into account but yet the Urban Council's decision was that in total the more immediate and pressing problem in the Council's own interests, was to reduce the subsidy on the market operations by enhancing market revenue.
