We are trying to follow it; the difficulty here is within the Urban Services Department, it is politically difficult to ask the hawkers and whatnot to pay the rates. have pinpointed both alternatives, and even if the law says you can't assess rates on the Urban Council and Regional Council, there is no impediment to amend the law in such a way that the general revenue is compensated equivalent to the rates that the Council collects.
