20.
If, exceptionally, divergence of single-Service policies impede the exercise of your responsibilities for the conduct of training, administration and finance in Hong Kong, the circumstances must be represented to the Chief of the Defence Staff. The Service Departments concerned in the Ministry of Defence and, if appropriate, the Commander-in-Chief Fleet and the Air Officer Commanding-in-Chief Strike Command must be kept
informed.
GURKHAS
21. You are to represent the Gurkhas on matters of a joint- Service nature, which are the responsibilities of the Ministry of Defence (Central Staffs). Guidance on your responsibilities for Gurkha matters will be issued to you by the Ministry of Defence (Army).
SPECIAL PROVISION FOR THE EMPLOYMENT OF FORCES
LOCALLY ENLISTED FORCES
22.
Forces locally enlisted in Hong Kong, with the exception of those in the Royal Navy and the crews of Royal Fleet Auxiliaries and Army Department Vessels, are not to be employed outside Hong Kong without the authority of the Chief of the Defence Staff and the agreement of the responsible political authorities.
BRIGADE OF GURKHAS
23. In order that HMG may comply with agreements reached in an Exchange of Letters supporting the Tripartite Agreement of 1947, concerning the use of Gurkhas, you should inform the Chief of the Defence Staff whenever the Gurkhas under your command are to be used in any operations which exceed routine security duties.
