16. You are to exercise control of joint signal matters through

the Joint Signal Board Hong Kong.

CONDUCT OF TRAINING, ADMINISTRATION AND FINANCE IN HONG KONG

17. You are responsible to the Chief of the Defence Staff for

the overall operational efficiency and joint Service training of forces permanently assigned to you, and the overseeing and

co-ordination necessary to ensure the most effective

functioning of your Command.

18. You are responsible to the Chief of the Defence Staff for

the attainment of the maximum economy compatible with operational

efficiency in the administration of the Services in the Territory.

To this end you are responsible for reviewing all theatre

activities and their financial implications to ensure that they are, where appropriate, in conformity with the Defence Costs Agreement with the Hong Kong Government. The Civil Secretary, as the local representative of MOD Accounting Officers, has

responsibilities in respect of finance and administration and

is required to assist you in these matters. The Central Staffs,

as appropriate, will provide your point of contact for matters

affecting more than one Service.

19. Your single-Service responsibilities for Army training, administration and finance will be laid down by the Ministry of Defence (Army) and will normally be exercised on your behalf by

Commander Land Forces. The Captain-in-Charge Hong Kong and the Commander Royal Air Force are responsible to their respective

single-Service authorities for matters of single-Service training,

administration and finance as necessary. However, you remain

responsible for the co-ordination of local administration to

the maximum possible extent permissible under single-Service

regulations, and you are responsible, as far as possible, for

ensuring a mutually consistent approach by the single-Service

elements of the garrison. This is to be reflected in your directives to Commander Land Forces, Captain-in-Charge Hong Kong, and Commander Royal Air Force.
