24.

You are responsible for the normal day to day administration and training of the UK Garrison Brunei, including British Army units visiting Brunei. You have no responsibility for the operational command and control of the garrison in Brunei, the commander of which is to deal direct at all times with the Ministry of Defence on operational matters and who will, during a period of tension or operations, receive directions from the Chief of the Defence Staff. You have no responsibility for the preparation of contingency plans relating to Brunei. Arrangements have been made for you to see contingency plans, military signals and diplomatic telegrams which have a bearing on military matters in Brunei.

25. The division of responsibilities between the Chief of the Defence Staff, the British High Commissioner and yourself has been made clear in the operational directive (2) to the Commander UK Garrison Brunei.

26. In view of the importance of the training areas and ranges in Brunei, not only to the Hong Kong Garrison but to the British Army as a whole, you are to maintain a close liaison with the Royal Brunei Armed Forces. You may find it convenient to do this through Commander UK Garrison Brunei, and your directive to him should reflect this.
