UNSATISFACOTRY ENVIRONMENTAL CONDITIONS. ITS CLEARANCE AT THIS STAGE FITS IN WELL WITH THE RE-DEVELOPMENT OF THE SURROUNDING AREAS.

13.Q. WHAT IS THE EXACT BOUNDARY OF THE WALLED CITY? WHAT IS THE

POPULATION? HOW MANY BUILDINGS AND FAMILIES ARE EXPECTED TO BE

AFFECTED?

A. THE WALLED CITY IS BOUNDED BY TUNG TAU TSUEN ROAD TO THE NORTH,

TUNG TSING ROAD TO THE EAST, LUNG CHUNG ROAD TO THE SOUTH AND WEST CITY ROAD TO THE WEST. WE ESTIMATE THE POPULATION OF BE

SOMETHING OVER 40,000 AND THE NUMBER OF BUILDINGS TO BE ABOUT 500.

IN THE ABSENCE OF CURRENT SURVEY INFORMATION WE CANNOT AT THIS

STAGE BE MORE PRECISE.

14.Q. WILL SOME SPECIAL OFFICE BE SET UP TO ANSWER QUERIES BY

RESIDENTS?

A. RESIDENTS WILL BE ABLE TO ADDRESS THEIR QUESTIONS TO A

SPECIAL COMMITTEE AND, AS IN ANY OTHER CLEARANCE, WILL BE ABLE TO

DISCUSS PROBLEMS WITH GOVERNMENT OFFICIALS HANDLING THE CLEARANCE.

A CLEARANCE OFFICE WILL BE SITED AT BLOCK 17, LOK FU ESTATE,

KOWLOON.

15.Q. WHY THE SPECIAL COMMITTEE?

A. THIS CLEARANCE RAISES A NUMBER OF PARTICULAR DIFFICULTIES.

PHYSICALLY IT IS DIFFERENT FROM AREAS CLEARED IN THE PAST IN THAT

IT CONSISTS OF MANY MULTI-STOREY BUILDINGS. TITLES TO LANDS

AND PREMISES IN THE AREA HAVE NOT BEEN MAINTAINED AND REGISTERED

AS THEY ARE IN OTHER AREAS. THESE SPECIAL CIRCUMSTANCES RAISE

PROBLEMS THAT ARE BEST SOLVED BY A COMMITTEE OF SPECIALLY SELECTED

PERSONS.

.16.Q. WHO WILL BE ON THE COMMITTEE ?

A. A MEETING OF THE HOUSING AUTHORITY WILL BE HELD SOON TO AGREE

MEMBERSHIP AND TERMS OF REFERENCE FOR THE COMMITTEE AND AN

ANNOUNCEMENT WILL BE MADE AFTER THIS MEETING.

17.Q. TO WHOM WILL THE COMMITTEE REPORT?

A. AS A COMMITTEE OF THE HOUSING AUTHORITY IT WILL BE RESPONSIBLE

TO THE HOUSING AUTHORITY.

18.Q. HOW WILL YOU DEAL WITH PROPERTY RIGHTS?

A. THERE IS NO FORMAL REGISTER OF OWNERSHIP BUT A SURVEY WILL

BE USED TO ESTABLISH THE DE-FACTO POSITION. THOSE ACCEPTED

AS OWNERS BY THIS PROCEDURE WILL BE TREATED IN THE SAME WAY AS
