19.Q. HOW WILL CLAIMS OF OWNERSHIP OF PROPERTY BE AUTHENTICATED SINCE THERE ARE NO OFFICIAL RECORDS?

A. THE SPECIAL COMMITTEE WILL ADDRESS THIS QUESTION.

A. ABSENTEE OWNERS WILL RECEIVE COMPENSATION BASED ON THE VALUE OF THEIR PROPERTY: OWNER OCCUPIERS WILL RECEIVE WHERE NECESSARY, ADDITIONAL ASSISTANCE TO ENSURE THAT THEY ARE ADEQUATELY RE-HOUSED.

A. IN KOWLOON IN VARIOUS AREAS.

23.Q. WILL THE HOUSING ELIGIBILITY RULES BE THE SAME AS FOR THE OTHER CLEARANCES?

A. THIS WILL BE LOOKED AT IN DETAIL BY THE SPECIAL COMMITTEE ONCE THE RESULTS OF THE SURVEY ARE KNOWN.

24.Q. HOW WOULD THE CLEARANCE SET BACK THE PUBLIC HOUSING PROGRAMME? HOW WILL EXISTING WAITING LIST APPLICANTS BE AFFECTED? WILL THE USUAL 10 YEAR RESIDENCY RULE APPLY TO CLEAREES IN THE WALLED CITY? WILL THEY HAVE A SAY IN HOW AND WHERE THEY ARE TO BE REHOUSED?

A. ABOUT 10,000 FAMILIES WILL HAVE TO BE RE-HOUSED. SOME WILL MOVE TO THE PRIVATE SECTOR, SOME TO HOME OWNERSHIP, SOME TO PUBLIC RENTAL HOUSING. IT IS NOT POSSIBLE AT THIS STAGE TO ESTIMATE HOW MANY WILL FALL INTO EACH OF THESE CATEGORIES. THE HOUSING PROGRAMME WILL BE ADJUSTED TO ENSURE ADDITIONAL HOUSING BECOMES

AVAILABLE.

25.Q. WILL THE WAITING LIST AND NON-DEVELOPMENT CLEARANCE CATEGORIES BE AFFECTED?

A. THE PEOPLE IN THE WALLED CITY FORM PART OF THE TOTAL NUMBER OF PEOPLE IN HONG KONG WHO ARE INADEQUATELY HOUSED. THEIR NEEDS HAVE BEEN TAKEN INTO ACCOUNT IN DEVISING THE HOUSING STRATEGY AND THERE WILL BE NO LONG-TERM AFFECT ON OTHER CATEGORIES AWAITING HOUSING.
