barbour reclamation strategy. It should however be emphasized that the
completion of the & new towns will continue to remain the main thrust of
physical development at least in the next 5 years.

The TDS planning system also includes the forecasting of population
movement resulting from the implementation of the development strategy.
This provides the linkage between physical development and other social
planning. The general framework for forecasting the distribution of
population is now broadly established. The results had been used in
planning the secondary school building programme in H.K.
Long-term Direction of Urban Development
17. Given the projected continuation of economic growth, and given the new
towns and public housing programmes, together with the implementation of
the TUS harbour reclamation schemes, the basic housing needs will be
largely satisfied by the end of the century. The next wave of physical
development will be directed at improving the overall quality of the
living environment and laying more emphasis on the key infrastructure
facilities for the future economic growth of B.K..

Key Infrastructure Flanning
In fact, key infrastructure and urban development are the two major areas of physical development examined in the TDS. The planning of
urban development and key economic infrastructure are coordinated in the
TDS planning system as both the urban and economic functions making use
of the common transport network. hitherto the transport demand by road,
rail and river or sea are estimated on past trends. But more fundmental
factors will need to he considered in future large-scale development
planning.
