Since ther, Government has decided to proceed with hung Hom Reclamation
and the major parts of the new eastern approaches.
The main thrust of further strategic planning has been to develop a TDS
planning system to guide the implementation of the TDS.
It is
recognized that the realistic development opportunities and the
appropriate time to implement them are both affected by the continual
changes in social, economic and other external factors. Hence the
initial results derived in 1984 were reviewed in 1986 in the light of
new population and GDF growth projections. The initial strategy
consisting of the harbour reclamations at Hung Hom, West Kowloon,
Central and War Chai and Green Island was reconfirmed despite markedly
slower population growth rates and significant changes in GDP growth.

Engineering feasibility anu lard use planning studies of the harbour
reclamation schemes are now in progress. Feasibility study of the new
trunk road between NWNT and Tsuen Wan new town, viz. the Route 'X'
also about to commence.

The schemes included in TDS have attracted much private interest.
LUTO-based planning procedure has also been used in the economic
appraisal of private sector initiatives such as in the tenders for the
Eastern Harbour Crossing.

Recenlty, an
Works Programme (OWP) for guiding the
implementation of these schemes is completed. The OWP provides the
linkage between the long-term strategy and the Public Works Programme.
