A Port Development Strategy Study was completed in 1986. It examined in greater detail the major port development proposals included in the TDS
initial results cf 1984. The study recommended three stages of further container port development. The first stage consisting of expansion at Kwai Chung is being implemented. In the second stage, port development Stonecutters Island is envisaged. Feasibility study will commence shortly. The proposed port development would increase the present container throughput capacity by three times. The study envisaged the 3rd stage of port development to involve western harbour extension which includes the construction of a breakwater between Peng Chau and Kau Yi
Chau.

20. Based on the long-term historic trends, this 3rd stage would not be required before the turn of the century. However, as Mr. He said
yesterday â new trend of rapid increase in trading with China has emerged in the last 8 years. Iranshipment and re-export of goods to or from China through Hong Kong harbour bas increased particularly
rapidly. If this trend continues for the Dext 10 years or So, western harbour expansion will be needed earlier, which in turn will affect Our urban growth strategy. A rationel decision On the best approach to this fundamental issue requires knowledge of the development trend and strategy for the neighbouring region, especially Guangdong province, in order to best utilize the resources to serve the transport needs of both HK & our neighbours.

In summary, the new towns development, which started some 14 years ago, will continue to be the main stream of physical development in E.K. at least in the next 5
years. Urbar renewal and external transport facilities will gradually phase in as the impetus of the next
next wave of
growth.
