An integrated land use-transport planning approach was developed for selecting schemes from these potential growth plans to form a long-term
development strategy. The LUTO model was developed to solve the basic
problem of finding the optimal plan under a given objective.
Consideration of all usual major planning objectives led to the initial strategy in 1984.

The strategy assumed Kai Tak Airport to remain adequate at least up to
1995, are also took account of the urban development in Shenzhen
known in 1983. The strategy included the strategic growth areas in

West Kowloon Reclamation;

Green Island Reclamation;

Central & Wan Chai Reclamation;
(c)
Fung Hom Reclamation; and
(e)
Pokfulam.
The strategy also included two sets of new approaches to the
Metropolitan Area. In the east, new approach from Junk Bay would be via
Junk Bay Tunnel, and that from Ma On Shan would be via Tate's Cairn
Tunnel, both connecting to the Eastern harbour Crossing.
In the west,
the new approach from WNT includes Poute 'X', 3rd Tsing Yi Crossing and Western Harbour Crossing.

These schemes together with a number of strategic road and rail links in
the Metropolitan Area were found to be more likely than other potential schemes as being suitable for implementation in the next 15 years.
