In 1972 Government adopted the

able to afford a self-contained flat. The new towns
development programme was started in 1973 to neet this target. The
construction of & new tours in Sha Tin, Tai Po, Fanling, Yuen Long, Tin Shui Wai,
Tuen Mun, Tsuen Wan and Junk Bay has since become the main
stream of physical development.
The new towns are planned and constructed to standards commensurate with
the economic growth of Hong Kong.
By 1981, it became clear that the 8 new towns would be largely completed
by the early 90s. A series of studies were therefore undertaken to
examine the strategic options available thereafter in order to maintain the impetus of growth.
