In recording the Secretary of State's approval of the draft

Annual Report to Parliament on Hong Kong, attached to Mr Hum's submission of 18 December, you asked whether it would be necessary to circulate the draft Report to other Ministers before publication

as a White Paper.

2.

The two previous Annual Reports were not circulated before publication. As noted in Mr Hum's submission, this year's Report is similar to the previous ones in terms of format and length and its

references to such issues as the Joint Declaration and

Representative Government are factual and low key. On grounds of

precedence and substance, therefore, I see no need for the Report to be circulated to Ministerial colleagues.
