We spoke. As I explained, we intend to publish the third annual report on Hong Kong as a White paper in the miscellaneous series and lay it before both Houses in the week beginning 11 January. On reflection, we would like to aim for 14 January, and I would be grateful if you could inform me whether you envisage any problems with this date and if not, would seek the necessary authorisation for publication on this date from No 10 etc.

Attached is a draft of the Report as you requested. to views of Ministers it will be sent in this form to the printers on 4 January and will be available for publication any time from 11 January.
