It was felt that the discussion in these paragraphs
too critical of the performance of Official Members and
the suggestion that Council proceedings were inefficient,
was not justified. Members agreed that more emphasis should
be placed on the importance of effective Official representation
in the Council in all major areas of the Administration's
responsibilities and on the constitutional point that
non-official members should be able to question directly,
officials responsible for major areas of government policy.
