electoral college by an alternative system of representation

(e.g. direct elections) should also be included, with the

rider that this option would be further discussed under

the section on direct elections.

The view was expressed that this paragraph did not

set out fully enough the potential dangers in introducing

direct elections; for example the implications for a shift

of power from the executive into the hands of Hong Kong

people, and that direct elections might invite interference

by the PRC in Hong Kong's internal political processes.

Most Members agreed with these points but acknowledged the

difficulty of expressing them in the Green Paper, especially

in the light of the need to present the arguments for and
