At the meeting on Wednesday, 28 January Members
of the Executive Council considered memorandum XCX (87) 13,
containing :

(1) the outline of the 1987 Green Paper;
(2) a draft of chapter III of the Green
Paper which outlines the scope of
the 1987 Review;
(3) a revised draft of the chapter (now
aken
chapter VII of the Green Paper) which
deals with the composition of the
Legislative Council.
The following is a summary of the main points raised
in discussion, to be taken into account in the next draft
version.
Chapter III
Members felt that the last sentence of paragraph 3
should be omitted because it may provoke argument as to
whether or not these subjects are appropriate for inclusion
in the Green Paper.
Chapter VII
Para. 1
Members felt that this should make greater reference
to the contribution of Official Members of the Council.
