19. After the meeting, Saggio mentioned to me that in view of the difficult course the negotiations were following, it might be necessary for the Chairmen of the two groups together with the rapporteurs (Mller and Jenard) and Roehrich (France) and myself to meet the Swiss for a private meeting, probably in Berne, sometime in the New Year.
