Under this a convention applied to each party in respect of its entire territory, and it was up to each party to specify whether any territories were to be left out. The UK was content to give a list of the territories to which it would extend the present Convention, but was not prepared to enter into a negotiation case. by case of each particular territory. Norway also reminded the meeting that it would be interested to receive a description of the appeal structure in such territories and also whether there was any provision for reference of cases to the European Court of Justice (this does not, however, seem to have any relevance). The UK, on behalf of the EEC countries, said that it would be possible to have a document by the time of the March meeting and that this would have to be discussed amongst EEC partners in January. Portugal said that the Convention would apply to Madeira, the Azores and also to Macao. France said that the Convention would apply to the overseas departments and territories and that this was not negotiable, since these territories formed part of France. France asked Norway if, for its part, it would supply the corresponding information in
respect of Spitzbergen. This request was supported by the UK.

The May and June dates were expressed as being provisional, since there was some hope that matters might, by then, be ready for a Diplomatic Conference.
