Members of the public considered that the

Government has not produced nearly enough publicity

on the evils of triads and that this shortcoming

should be rectified as soon as possible. The Government accepts this criticism and intends to produce publicity material which would assist in the fight against triads. Again a problem which must be

watched carefully is the need to ensure that the

correct effect is achieved.

It is intended that the Police should be the

main producer of such publicity overseen by the

Publicity Sub-Committee (PSC) of the FCC.

Rehabilitation

Members of the public commented on the lack

of any real mention of rehabilitative measures in the

options paper. The thrust of the paper was not

intended at rehabilitation. Nonetheless, the

public's comments are well made.

The Government already does a great deal by

way of efforts to rehabilitate offenders. But there is room for improvement and for re-examination of the objectives of the various programmes.

Recently, the YOSC has recommended that the

system used to assess suitability of young offenders

to either correctional or social welfare programmes

should be improved and reorganised. This will enable the the Magistrate to have the best possible picture of which programme the offender would benefit most

from. It is intended that this new scheme be

introduced as soon as resources are available.

for rehabilitation of offenders to see whether

improvements may be made.
