An anti-triad hotline similar to the anti-drug

and anti-corruption hotlines that now exists

should be set up.

Administration's comments. This constructive suggestion was put forward on several occasions and has been implemented. A 24-hour telephone

hotline (5-277887) was set up on 18 July 1986 under the direct supervision of an Assistant

Commissioner of Police. The hotline receives

about 100 calls per week, which is encouraging.

The present composition of the Fight Crime

Committee lacks input from the grass-roots sector

of the community. It should include representatives from the District Boards as well as a few leading figures from the community.

Administration's comments. This seems confused.

The FCC does have leading community figures on it and, more importantly, all 19 DFCCs have "grass-roots" representatives (308 unofficials)

on them. The link between the central FCC and

the DFCCS is very good.

The use of existing legislative provisions relating to triads should be better scrutinized.

Administration's comments. The existing laws

were scrutinized in detail and were considered wanting, hence the discussion document.
