An Anti-Triad Bureau should be set up whose task would be the collection, collation and

dissemination of information relating to the

structure and organisation of Triad Societies

within all levels of the Police Force. It should

be responsible for advising and liaising with the Legal Department on triad prosecutions as well as implementing an effective programme of public education. It should be a readily identifiable

and accessible department staffed by experienced officers who are already engaged in anti-triad

matters.

Administration's comments. The first part of the

recommendation already exists within the Organised and Serious Crime Group in the Police,

assisted by the Criminal Intelligence Bureau.

Whether the Police should be responsible for public education on triads is a debatable point.

The Fight Crime Committee (FCC), through its Working Group on Gangs, Standing Committee on Young Offenders and Publicity Sub-Committee, is studying how best to educate the community,

particularly the younger members. The FCC is ably assisted by the 19 DFCCS which carry out

their own publicity campaigns.
