should be set up under the Fight Crime Committee to identify triad activity amongst schoolchildren
and to review the effectiveness of anti-triad
measures in schools. In particular, there should
be regular educational courses on triad behaviour
and triad societies for students.
Administration's comments. The FCC has recently
reconstituted the Working Group on Youth as the Standing Committee on Young Offenders to fulfil
the very functions suggested, amongst others. The Standing Committee's first topic for discussion will be a comprehensive paper entitled
"Triads in Schools".

The present system of identification parades works exceedingly well and has the confidence of all the parties involved. It should be preserved although it could be improved, perhaps by holding a "preliminary parade" before the "parade proper" is held. The "preliminary parade" would consist
solely of actors. If then the witness were to recognise mistakenly, the alleged offender, his evidence at the subsequent "parade proper" would
be in doubt.
Administration's comments. The suggestion to introduce one-way viewers for identification parades has received the strongest support from the community. The Bar's suggestion for a "preliminary parade" is not reflected in any common law jurisdiction and seems unnecessarily contrived, if not impractical. The current practice of putting eight actors in an identification parade with one suspect provides sufficient safeguards.
