(a) Kenyans
In view of the recent restoration of diplomatic relations between Kenya and Tanzania the GOT is reluctant to offend Kenya by granting its nationals refugee status. The Principal Secretary of the Ministry of Home Affairs has even declared on the BBC World Service that Tanzania is not in a position to accept Kenyan refugees and that UNHCR has agreed with the GOT (which UNHCR had not) to resettle any Kenyans claiming refugee status. Although seven Kenyans have recently been resettled (in Scandanavia) by UNHCR it is finding it increasingly difficult to resettle them as the governments involved also have friendly relations with Kenva. UNHCR is trying to persuade the GOT to change is mind on the principle laid down in the OAU Convention on Refugees of 1969 which states that the acceptance of refugees from neighbouring countries should not be seem by those countries as an unfriendly act. The GOT has replied that, if UNHCR will not resettle Kenyans, then the Government will have to deal with them "in their own way". This would presumably involve stopping them at the border and returning those who had managed to enter
Tanzania.
(b) Malawians
There is a slight question mark over the GOT's attitude towards Malawian refugees, although as yet they have not indicated a change. in attitude. Diplomatic relations were opened recently between the two countries. Since then for the first time about 4 Malawians have asked to be resettled. Some refugees have made claims
interestingly not to UNHCR that Malawian security have tried to carry out attacks on the leaders of dissident movements in Dar es Salaam. The GOT has not however asked UNHCR to try to resettle
Malawians.
UNHCR has unfettered access to the camps and sites where its
programmes are run, including those of the ANC and PAC. It is not of course allowed into ANC military camps but it runs no programmes at such camps either.
Physical Security
The Government does not really have the ability to provide effective protection for refugees. It has not however been a question in the
