which of the implementing agencies should be brought in.
This is usually straightforward as each agency has its own
specialities: thus, Tanganyika Christian Refugee Services carry
out infrastructural projects (they built all the settlements);
CCT helps with social services, particularly in counselling and the administration of the education programmes; Caritas carries
out construction work for educational facilities; Ryder-Cheshire Mission UK is implementing a new project for the disabled etc.
All partners regard the working relationship as good.
The Refugee Service Advisory Committee initiated by UNHCR, meets
once every two months. All the partners participate. Its
secretariat is with CCT and the chairmanship revolves. The
Committee makes fairly detailed coordination possible as it
allows each agency to keep up with the present resources of the
other. For example, if an urban refugee approaches an NGO for
clothing or milk, that NGO, if it has no supplies of its own, will
know which agency does and send the refugee on. Thus overlapping is generally avoided.

Information/Disaster Preparedness
We do not know what kind of information or statistics the UNHCR office
keeps. This aspect is perhaps less important in a country like
Tanzania which is internally stable and which has been spared from
natural disaster. The office in Dar es Salaam (and sub-office
in Kigoma) keep Geneva informed of the Tanzanian official attitude
towards refugees of various nationalities and of Tanzania's general ability to cope with more refugees.
6.
Legal Protection
Generally speaking UNHCR and the GOT see eye to eye on whether
someone qualifies for refugee status. The legitimacy of a claim is decided by the Refugee Eligibility Committee under the Ministry
of Home Affairs. Although there are some problem areas, the GOT
has not so far interfered with UNHCR's assistance to people whom the GOT refuses to recognise as refugees. The problem areas are
