past as there have been no attacks on refugee settlements from neighbouring countries, not even from Zaire.

UNHCR is apprehensive about the security of the Kenyans because of

possible Government action against them. In 1983 Tanzania returned

several refugees to Kenya in exchange for several Tanzanians.

Both groups were allegedly involved in the two countries' respective

coup plots. Some of the Kenyans who were returned were later

executed. They were returned despite the fact that the Tanzanian

High Court had refused a Kenyan extradition plea and very probably withou

the prior knowledge of the President. UNHCR are concerned that if

this could happen in 1983 when relations were bad; it could certainly

happen now that relations are so much improved. The only other area

of concern is the 20 or so mostly Zairean refugees in detention in

Tabora. In February 1986 there was a riot about food, living

conditions etc at Kigwa (a small camp of about 400 largely for refugees

in transit, presently originating from nine countries). The commandant rounded up the activists and they were detained under a ministerial

order. Both Amnesty International and UNHCR took up their case.

Very recently the GOT have said that they will be released but that any

similar activity on their part will necessitate their resettlement

in another countrv.

The GOT is apparently taking action to improve the security of the

liberation movements' settlements. Neither we no UNHCR know what

that action consists of.

8. Nature of Refugee Camps

The refugee settlements are not being used for military purposes. It is of course impossible to stop a certain amount of political

activity but the GOT regularly issues stern warnings to all refugees

that it will not tolerate any activity against neighbouring countries. If a political activist refuses to give up his activities he is moved to another settlement. The main problem is the activities of Zaireans
