cooperation of all concerned parties, repatriation can be not
only a viable, but the best, durable solution. But it will never
work if offered on an equal basis and concurrently with
resettlement.
Clearly there are Indochinese for, whom, for political
and family' reasons, resettlement is the most appropriate solution.
Canada is endeavouring to target its resettlement places to
those most in need. Through its combined scheme of government
sponsored or quota cases and privately sponsored or non-quota
cases, Canada expects to welcome about 2,400 Indochinese from
Thailand in 1986.
From the peak of 140,000 five years ago, Khao-I-Dang is
now reduced to only a fraction of its original population, We
are committed to screening those of the residual population with
connections to Canada or for whom resettlement is the only
..
solution: But we recognize that by no means every long stayer
is suitable for or will be offered resettlement.
We welcome the
opportunity to interview Family Card holders with a substantial
connection to Canada and look forward to discussing further
details on the future of Khao-I-Dang with the Royal Thai Government,

the UNHCR, and our diplomatic colleagues from other resettlement
countries.
