The best hope for the 240,000 Cambodians temporarily

evacuated onto Thai soil lies with a political resolution of

Cambodia's fractured political framework.

The recent

comprehensive proposal of the CGDK points in the right direction.

Again patience and flexibility by the concerned parties can permit an end to the Cambodians' agony and exploitation. Subsequently, financial assistance will be needed to re-integrate returnees and to assist them rebuilding their country. Meanwhile, if we are not to undermine a solution

to the Cambodian problem, we must reserve processing of evacuees to very close family and compelling humanitarian cases under

normal immigration procedures.

For the time being, resettlement is probably the only

solution for most Vietnamese arrivals. However, we continue

to encourage UNHCR to consider for repatriation the unaccompanied youth sent ahead by their parents in hopes of establishing an "anchor'' who will eventually sponsor the

family under Orderly Departure or Family Reunification Programs. We also foresee the day when screening of Vietnamese must be

introduced to facilitate the early resettlement of close family and genuine refugees while discouraging the opportunity seekers. Too many of the latter, without substantive overseas connections, expect and obtain swift resettlement while
