Should the Junk Bay principal access tunnel not proceed as planned the commissioning of the Junk Bay Principal Access Road and the watermains will be delayed resulting in traffic congestion in the early 1990s and a shortfall of treated water supplies in East Kowloon and Junk Bay from mid 1988.

Consequence of authorizing the works and use

As a consequence of a decision to authorize the works and use under section 11(2) of the Roads (Works, Use and Compensation) Ordinance, the powers of the Governor under sections 13, 15 and 17 of the Ordinance, relating to the resumption of land, creation of an easement and the closure of roads, described in paragraphs 6 and 7 above, may be exercised.

Financial implications

24 (a) The estimated cost of the works outlined in

the scheme is available in the under Head 707.

(b) Compensation may

be payable to persons affected by the works in accordance with Parts III and IV of the Roads (Works, Use and Compensation) Ordinance. Land resumption and clearance cost is estimated at $3 million. The amount of compensation for creation of the easement will be assessed after receipt of claims. Funds are available under Capital Works Reserve Fund Head 701.

The proposed principal access will provide a direct tunnel link between Kwun Tong and Junk Bay. It will reduce travelling time between the two centres and relieve congestion on existing roads which is forecast to occur in early 1990. It is expected that these improvements will be welcomed by the
