Under section 11 of the Roads (Works, Compensation) Ordinance, the Governor in Council may

(a) under subsection 2(a) decline to authorize

the works and the use;

(b)

under subsection 2(b) authorize the works and the use, with or without modification and subject to such conditions, as to the amelioration or avoidance of the effects of the works and the use or otherwise as thought fit; or

(c) under subsection (3) refer the plan, the scheme and the objection to the Town Planning Board for a report and advice.

A recent review of traffic generation in Junk Bay in relation to the forecast rate of development and increase in population has suggested that, together with the improved Po Lam Road already under construction, the first stage of the principal access road comprising the south tube of the tunnel, the western approach and toll plaza and the first carriageway of the eastern approach road will provide adequate traffic capacity for several years. However, the traffic generated by housing estates already under construction and planned start in 1986/87 will require the first stage to be opened to traffic by early 1990.

The south tube of the tunnel will accommodate large diameter watermains which will deliver water from the new Pak Kong Water Treatment Plant to Kowloon East and eventually Hong Kong Island and also to Junk Bay development. The supply of water to Kowloon East is part of the Pak Kong Treatment Works and water transfer facilities project which comprises а treatment works, a pumping station, a transfer system of tunnels and pipelines and a primary service reservoir at Junk Bay. It takes raw water from either Plover Cover or High Island Reservoirs, treats it in the treatment works
