Since the Project will be constructed under contract using consultants there are no staffing implications. most recent

recent estimate of cost for a single tube operational tunnel including approach roads is $375m, with an additional $170m for the subsequent construction of a second tube.

It is recommended that :

construction of the first tube of the Junk Bay Tunnel should be retained in the Public Works Programme and that upgrading of the Project to Category A should be sought;

the second tube should be constructed at a

later stage, as justified by the traffic demand and forecasts;

although the Junk Bay

Junk Bay Tunnel would not appear to offer an adequate return for private sector construction and operation, the question of subsequent operation by the private sector should be examined within the context of a wider study. The results of this study will be reported to Members when advice is sought about how the Tate's Cairn Tunnel should be financed and built.

Members are invited to advise if:

the construction of the first tube of the Junk Bay Tunnel may proceed within the Public Works Programme; and if

the second tube of the Junk Bay Tunnel should be delayed until it becomes justified by traffic demand and forecasts.
