The report asking for instructions on the handling of the

problem of third party nuclear liability has been received and

noted. [We] now reply and remark as follows:

1.

Unit[s] within the territory of the People's Republic of

China that operate nuclear power station[s] or that engage

in the supply, handling or transportation of nuclear

materials for nuclear power stations end (as a result] own

other nuclear facilities, aɛ designated by the Government,

are the operator[s] of such nuclear power station[s] or

nuclear facilities.

Operator [s] [shell] acquire legal person status in

accordance with the law.

occurring within nuclear power station site[s], or [where]

nuclear damage is caused by nuclear incident[6] occurring

within the People's Republic of China with respect to the
