Many thanks for your letter of 14 August about your meeting with Trini Leung, Secretary of the Coalition for Shelving the Daya Bay Project, about the proposed nuclear plant at Daya Bay in China.
We have followed very closely the expressions of concern in Hong Kong about the Daya Bay project, and have been in touch with the Chinese authorities for several years over various aspects of the project. Our recent exchanges with the Chinese Government have taken full account of the concerns expressed by Hong Kong people about safety aspects of the plant, and have concentrated on what measures might be taken to allay these concerns. We envisage that these exchanges will continue. While we can, of course, give no absolute assurance on the safety of any power station (whether nuclear or conventional) I can say that, on the basis of the exchanges we have had so far with the Chinese authorities on safety issues, we are content that the project should go ahead. The French authorities (whose companies are supplying the nuclear plant and technology) are also in close touch with the Chinese authorities.
We believe that, once people in Hong Kong are more fully informed of the attention being paid to the safety of the planned plant, this will help to allay their fears. There has already been very extensive publicity given to the project in Hong Kong, and it is difficult to see what a public enquiry in Hong Kong as suggested by Ms Leung could add to the action the Chinese already have in hand.
