We welcome recent statements by the Chinese authorities that they regard safety and quality as paramount in their nuclear power programme, and the practical measures which they have taken to give effect to this commitment. The Chinese have also reiterated their intention to implement their civil nuclear power programme. As you may know, representatives of the Hong Kong anti-nuclear Coalition have presented their petition to the Chinese authorities, and were briefed in Peking on various aspects of China's civil nuclear programme. The party did not ask to meet our Ambassador in Peking.

We hope that the publication on 30 August of the reports on the recent overseas visits by members of the UMELCO Standing Panel on Public Utilities will help to promote greater understanding in Hong Kong regarding civil nuclear power in general, and the Daya Bay project in particular. We are pleased that the UMELCO members who went on the overseas visits have now been invited to visit Peking and discuss their reports with the Chinese authorities; and I was glad to be able to go over the subject thoroughly today with the team of EXCO unofficials currently visiting London with the Governor.

We remain fully committed to the further development of our relationship with China, in commercial as in political spheres. Nevertheless the concerns of Hong Kong people on Daya Bay are plainly strong and sincere, and we shall continue to do all we can to see that they are allayed.
