Ms Leung also asked whether the UKAEA report will be published. As you may know, in mid-1985 the Hong

Kong Government engaged the UKAEA to undertake five studies in relation to Daya Bay and covering background radiation monitoring, accident risk assessment, public education and contingency planning. The recommendations in the first two UKAEA reports (on radiation monitoring) have been implemented, and those in the third report (on public education) are now being considered by the Hong Kong Government. Preliminary reports by UKAEA on the other two subjects for study have been followed by a visit to UKAEA by Hong Kong officials in mid-August to discuss terms of reference for further expanded studies in these areas, with a view to final reports being submitted to the Hong Kong Government in 1987.

Since the Hong Kong Government has engaged the UKAEA's services on a commercial basis, the release of the report is of course for the Hong Kong Government to decide: nevertheless we understand that their present intention is to publish the reports in due course. was glad to be able to go over the subject thoroughly today with the team of EXCO unofficials currently visiting London with the Governor.

We remain fully committed to the further development of our relationship with China, in commercial as in political spheres. Nevertheless the concerns of Hong Kong people on Daya Bay are plainly strong and genuine, and we must meanwhile do all we can to seek to allay them.
