trading services, including possible disciplines for

individual sectors. General agreement to this

represents a major concession by the hard-line

developing countries who had hitherto rejected all

notion of a negotiation.

The Group on Negotiations on

Services should meet at Ministerial level in the course

of the Round.

PARTICIPATION

10. Three points of interest:

Small Commonwealth countries had complained

that the original criteria for participation,

which required formal notification to the

GATT to be made by non-members before December,

were too stringent. They, and Commonwealth

Secretariat representatives present at Punta

del Este, seemed satisfied by the longer

time-table. It is not intended that small

countries wishing to participate should be

harried to make unduly rapid progress towards.

GATT membership.

The Soviet Union had pressed for admission to

the Round. It was agreed in private

consultations in the margins of the Ministerial

that this was not acceptable, but that the GATT
