INTELLECTUAL PROPERTY RIGHTS (IPR)
Two aspects to the negotiations here: the development
of a framework of rules to deal with international
trade in counterfeit goods; and an examination of
whether additional rules are needed to cover other
aspects of IPR, for example, the length and scope of
patent protection, which some developed country
exporters find inadequate in some developing
countries.

INVESTMENT
GATT already restricts to some extent the sort of
conditions that can be applied to Government
authorisation of foreign inward investment. The
negotiations will examine whether the scope of GATT
should be extended.
SERVICES
The decision to launch the negotiations on services is
a separate part of the Declaration and is made by
Ministers rather than by Contracting Parties as such.
The negotiation will nonetheless be an integral part of
the Round, under the single Trade Negotiations
Committee. The objective will be to establish a
multi-lateral framework of principles and rules for
