1.

Many thanks for your letter of 17 February about Xu's projected trip.

2. I had had similar news from Hal Miller, MP, the London end of the Cha Chi Ming axis, also in strict confidence (therefore please protect). In answer to questions from Hal, I said that we would be happy to put COI on to the job of helping with a programme. But this would have to be above board. I did not wish to have COI acting as the backroom support for Cha's London organisa- tion (Cha had asked his people here to fix everything) without acknowledgement. Hal Miller said that he would consult Cha in Hong Kong.

I also said that I would like to see and offer hospitality to Xu myself. We might also wish to suggest Ministerial calls.
