XU JIATUN: VISIT TO EUROPE

We now have some further information from Hal Miller MP about Xu's travel plans. The information comes from Cha Chi Ming who, together with his son, Payson Cha, will be accompanying Xu on his grand tour.

2. Xu is apparently due to leave Hong Kong on 2 May. leaves Rome for London on 11 May and London for Paris on 18 May.

He finally departs from Zurich for Hong Kong on 29 May. His entourage will include Yang Qi, Qiao Zonghuai and somebody from the Foreign Affairs Division called Yi.

3. Hal Miller's message from Cha said that Xu hoped to spend three days in London and three in the north. Cha had not made it clear in his telex whether or not Xu hoped for HMG's help in arranging a programme.

In discussion with Hal Miller I suggested, and he agreed, that the next thing was to put matters on a more official footing through your office in Hong Kong. Hal Miller said that he thought it would be very helpful if HMG could arrange a programme for the three days in London and Cha's London opera- tion could look after the three days in the north. We agreed (providing you see no objection) that you would now contact NCNA, say that we had heard about Xu's travel plans and offer assistance in setting up a programme while he is in London. Perhaps you could tell Cha what you are doing so that there is no risk of crossed wires anywhere.

I agreed with the Cha organisation at this end (Jeremy Marriott, ex Hong Kong Government, who works for Cha in London) that they would be responsible for accommodation while Xu and his party were in the UK. We were merely suggesting that the COI should look after the programme.
