The Sub-Committee met on 2 May to further consider departmental proposals for visits overseas from September to Christmas Recess 1986 by the Prime Minister, the Secretary of State and other Foreign and Commonwealth Office Ministers.

The Sub-Committee noted that the United Kingdom will hold the Presidency of the European Community during the second half of 1986 which will restrict opportunity for travel by the Prime Minister and Secretary of State.

3. Visits to Norway and the FRG have already been agreed for mid-September. A visit to France, accompanied by the Secretary of State, to attend the Annual Anglo-French Summit will be obligatory (no date fixed). The outstanding invitation from President Moi to visit Kenya need not be accorded priority this year. Priority to be given to visits linked with Presidency - Netherlands (June/July), FRG (mid-September), France (?November), Ireland (November) and Belgium (December 1986/January 1987?).

Secretary of State

Visits already confirmed include FRG and New York in September; China and Indonesia in October; and the NATO Council Meeting in Brussels, provisionally booked on 11-12 December.

The Sub-Committee noted that the EC/Central America Conference (high priority) would either have to be timed to fit in with attendance at the UNGA or (more likely) would slip into 1987.
