Ireland for the Anglo/Irish Summit, (high priority) if the Prime Minister is unable to attend.

France, for two visits, first the Council of Europe Committee of Ministers' Meeting (Secretary of State anxious to attend); subsequently the annual Anglo/French Summit (high priority).

The USA, for the Miami Conference on Central America (16-20 November) if Mr Shultz attends, otherwise Lady Young should represent.

On Algeria, the Sub-Committee attached low priority to a visit. Unless the date can be moved into 1987, it is suggested that Mr Renton could deputise.

The Sub-Committee noted that routine visits to EC capitals must be fitted into an already busy programme.

Lady Young

9. It was noted that the Secretary of State and Lady Young may not both be overseas at the same time and that until the Secretary of State's plans become clear it will be difficult to arrange any visit for Lady Young.

10. Assuming that Mr Shultz does not attend the Miami Conference, the Sub-Committee recommended that Lady Young should represent the Secretary of State. Her proposed visit to Jamaica was dropped since the Sub-Committee also recommended that she should deputise for the Secretary of State at the Council of Europe Committee of Ministers' Meeting in Strasbourg.

11. Bids were made for visits by Lady Young to Malta, Turkey, Belgium, Luxembourg, The Netherlands, Bangladesh and Sri Lanka. The Sub- Committee recommended that Malta and Turkey should be provisionally booked for later this year (?October) and noted that there was a strong case for a visit this year to Sri Lanka (combined with Bangladesh) which Lady Young would be happy to undertake, subject to the Secretary of State's commitments. The others should, in view of the UK Presidency and other commitments, be relegated to 1987.

Mrs Chalker

The Sub-Committee noted that particularly in view of the Presidency it would be very difficult for Mrs Chalker to visit more than one group of countries in late 1986. The Sub-Committee agreed that the first priority should be to The Horn of Africa, ie Somalia, Ethiopia, and if time permits, Mauritius. This could be linked to a Community initiative over The Horn. Second priority (?early 1987) should be accorded to Nigeria, coupled with Ghana and Ivory Coast. Third priority should be to Senegal (Diouf's OAU Chairmanship) and Mozambique (political situation and importance of OAU bilateral relations) and it was noted that Mrs Chalker has accepted
