General Comments
5.
With the exception of Mr. YU Cheng Tao all members of the delegation were obviously experienced, professional police officers. From casual and social conversations the following personal details emerged :-
(a) Mr. LIU Wen
An experienced and influential senior official. He is head of the National CID and is long serving. He served for several years as a document examiner. His current duties entail a fair degree of travelling, possibly on inspections. He is a native of Beijing and currently lives in the city not far from Tien An Mun Square.
(b)
Mr. WU Guo Qing
(c)
(d)
Has been a police officer since 1950, he was introduced as Deputy Director of Interpol NCB but was obviously not second in seniority in the delegation,
rather he appeared to be an aide to Mr. LIU Wen.
He is aged 60 and is a native of Inner Mongolia, he claims to have been educated in Shanghai but showed no familiarity with the Shanghai dialect.
Mr. SHI Zong Kueng
He is head of the CID in Guangdong Province and was the real number two in the delegation. Although he hails from Beijing he has worked with the Guangdong PSB for 18 years. He is 42 years old and although he said little in formal meetings he was most expansive socially and speaks very good English; he appeared to be an influential Provincial official.
Mr. WU Shao Ming A middle rank cadre in the Guangdong PSB and a professional police officer. He spoke fair English and as the visit developed used it more and more in social contacts.
