Came with the delegation
as interpreter and has a knowledge of other European languages including French. He is a native of Beijing. He showed little professional police knowledge, giving the impression that his position in the delegation was merely that of an interpreter.
Throughout discussions Mr. LIU Wen commented upon the availability of very good communications, telex, radio and telephone between Hong Kong, Beijing and the Chinese Provinces and stressed the need to channel any requests for assistance or any information through Interpol NCB Beijing. Clearly he did not wish Hong Kong to deal directly with Guangdong. He explained that more planning was required before an Interpol sub-office could be opened in Guangdong.

Meetings and visits were held in a very cordial atmosphere and Mr. LIU Wen was most receptive to suggestions and proposals put to him. The only area in which he showed some reluctance in accepting our stance was in relation to fugitive offenders. While accepting that Hong Kong Laws generally prevented us from handing over at the border persons wanted by China for criminal offences, he considered that as the Chinese authorities were prepared to do this the Hong Kong authorities could be more "flexible" in their attitude. used the word "flexible" repeatedly in this context.

Generally the delegation showed considerable interest in all matters introduced but Mr. LIU Wen showed a surprising interest in crime prevention and control of private security organisations. He specifically requested to visit Crime Prevention Bureau and asked very pertinent questions about the functions of the Bureau, its role in supervising the activities of private security companies, standardising and checking on the quality of security equipment. At his request he was provided with a selection of crime prevention publicity and a paper on the police licensing system for security companies. He expressed an interest in visiting a major security company.
Conclusions

The delegation came prepared to work, to learn as much as they could about the Force and to establish a working relationship with senior police officers. They were very impressed with what they saw. At social gatherings they were very relaxed and friendly.

The question of expenditure on such visits was broached and it was tactfully suggested that on all future visits each visiting delegation would be responsible for its own travelling and accommodation costs. After some initial disagreement Mr. LIU Wen reluctantly agreed to this proposal.
