BLDC member Szeto Wah: The Basic Law must clearly state that a democratic system should be set up in the SAR, otherwise all other promise of freedoms will only be empty talks.

The BLCC sub-group on the legal system agreed that the major areas of discussion should be the language of law, the power to interpret the Basic Law, and the question of final adjudication. The sub- group also resolved to send letters to multi- lingual countries such as Switzerland asking them how they overcame the problems of multi- lingualism in law.
