reserves. The seventh area is district administration and will cover Urbco, Regco and DBs. The remaining area is the civil service. The eight sub-groups should complete their reports by July next year for approval by the full BLCC meeting in

September. This

timetable is drawn up with reference to BLDC's schedule to get the

first draft of the Basic Law ready by early 1988.
