is the structure of the executive authorities and how the chief executive and other officials should be chosen. The fifth area is internal security and the ICAC. The sixth area is public finance, the taxation system, and the Government's fiscal
reserves. The seventh area is district administration and will cover Urbco, Regco and DBs. The remaining area is the civil service. The eight sub-groups should complete their reports by July next year for approval by the full BLCC meeting in
September. This
timetable is drawn up with reference to BLDC's schedule to get the
first draft of the Basic Law ready by early 1988.
