Tin Fung Yat Po: As the Basic Law will form the

basis for HK's laws in the future, it is necessary that it is written in scientific language.

The second part should lay down the relation- ship between the central government and the SAR. The political structure should be contained in the third part and the next part should be a Bill of rights. The fifth part should be on the Basic Law's interpretation and amendment, covering procedural, remedial and machinery section.

Yung: He has told Mr Lu Ping that the Basic Law should propose as little change as possible so as to reduce HK people's worries.

Mr Justice Simon Li: He has expressed to Mr Lu Ping the hope that the future court of final appeal in HK should have the right to interpret the Basic Law and that the legislature can amend it.
