Lu Ping: Wordings in the Joint Declaration which were vague in meaning would be clearly defined in the Basic Law. Whether or not the BLDC will complete the part on political system of the basic law before 1987 will be decided by the BLDC meeting in April.

BLDC member Xiao Wei-yun: Research groups had been set up in several famous academic institutes in China to study the law of HK. It

was aimed at assisting

the drafting of Basic Law.

Lau Nai-keung: Basic Law consultation in 1986 should focus on the SAR political system. The draft on the political structure should be announced by 1987 to ensure compatability between the Basic Law and the 1987 review of the representative system.

BLCC member Lee Wing- tat: The BLCC should review the procedures of briefing the media by BLCC secretariat staff.

Lu Ping: The drafting of the Basic Law is China's internal matter and there is no need to consult

Britain.
