Lu Ping: The BLDC
secretariat has invited a group of legal experts in China to assist in drafting the Basic law.
Lu Ping: Public views on the Basic Law collected by the delegation led by him will be compiled into papers for discussion at the April meeting of the BLDC in Peking. Two working groups have already been formed for collecting infor- mation and the other would do the assessment.

Mr Lu Ping of the HK and Macau Affairs Office: The term "HK people ruling
HK" is not scientific and the idea will be written out clearly in legal language in the Basic
Law.
BLDC member Martin Lee: The job of consulting public opinion on the Basic Law should be left to the BLCC. There can be confusion if the delegation led by Mr Lu Ping is also involved in this task.
Bar Association chairman Denis Chang: His association, in a consultative document, has suggested the basic law be divided into five main parts, including the preamble which should state its origin by reciting Article 31 of the Chinese
Constitution.
