Albert Ho of the HK Affairs Society: A committee system was suitable to HK. The

executive chief could be elected by the committee and appointed by the Chinese Government. In addition, the executive body should be formed by election in the legislative body.

Senior Unofficial Lydia Dunn: It was not known yet whether the Green Paper on the review of the representative system would cover the future status of the Governor and the relationship between Exco and Legco. She did not think that political

parties were needed in
